From the look of it and your description, could the greese be NyoGel? Water and soap will do nothing if you get it on your fingers. Ethanol takes a shot at it but does very little. Isopropanol is the only solvent I found to get rid of it.

I thought vacuum grease when the damper was opened, but I think the goo in there is even stickier.
