Absolutely! Story Mode will have characters wearing certain outfits for the story, so in regards to the outfit customization, that part of the customization (for it to appear in story mode) may unlock after the first playthrough of it. However, the Colours section (hair, skin, and eye colour) will work completely in story mode at first go, since it won't affect the gameplay.
