Arkham Asylum Living Hell. A serial killer/artist named Doodlebug makes a pact to free a bunch of demons who are trapped beneath the asylums Foundations. To stop him, someone summons the demons boss, who can only communicate in rhymes. So White uses Humpty as a proxy to make a deal wherein when he dies, he, that is, White, will ascend to be a lord of hell instead of among the damned.

No, it's absolutely Arkham. White got sent to Arkham believing he had cheated the system instead of being sent to Blackgate for life. He then met Humpty Dumpy, Gotham's only non-violent crazy person, and struck a deal with the demons who emerged from the hell mouth in the basement.

Yeah, keep all the pregnant women in a building on top of a hell mouth. What could go wrong there? This sounds like a terrible Omen sequel that came long after they stopped caring.
