IMO, the best Arrow villains have a personal relationship to Oliver (Merlyn, Slade, Chase), so I really like your Emiko theory. And if they want to reincorporate flashbacks, I really like Ashley's Robert Queen idea leading into flashbacks fully focused on Emiko and maybe how her path crossed with Oliver's in the past but we never knew it
