Tomoe being able to resist Tamaki is supposed to show how strong Makoto is compared to Tomoki. If you remember, Tomoe has a 20:80 servant/master relationship with Mokoto. Her words "My mind and body already belong to another" implies that Tomoki must first surpass Mokoto in power before his ability would even begin to affect her. This essentially was a dick waving contest, and Tomoki got laughed out of the room. 37:16, the localizers used the wrong term. The better term to use would be "kin." She's offering him to make a contract with her, similar to the one Makoto made. As explained in Ep1, the weaker of the two take on the appearance/species of the more powerful. This would mean the Lyme Latte is now part-dragon . . . (from what was implied.) She does this so that she can share her connection to Mokoto to protect him from Tomoki's ability (I assume. This is all gained from observation of the story up to this point. I will not be revealing anything in the future.)
