I don’t think the original werewolf in 13 Ghosts of Scooby Doo had a tail, but in the recap at the beginning of the direct to video sequel “Scooby Doo and the Curse of the 13th Ghost” a silhouette of werewolf Daphne chasing Scooby, Shaggy and (ugh) Flim-Flam shows her with a tail, so why not?

For the creature that had been Ronnie, it took only a grunt and a flex of the muscles in her powerful new form to split the remnant of her skin tight suit apart, the scraps falling away from her fur covered hide.

Ronnie was also growing at a faster rate. The belts on her costume could no longer hold up against her hardening abdominals and burst apart, the pieces falling to the ground, useless.

The rest of their bodies began to expand as well. Renee's torso stretched and widened, the ribcage expanding, until its unnatural strength burst open the front of her bodice--with ribbons snapping in rapid succession and buttons flying everywhere.
