It is, but some project devs are very territorial and get defensive if anyone says anything about their codebase. Many of the dev teams would be very welcoming of this.

Pretty poor response from the devs if said vulnerability is rated 9.9 by canonical and red hat. Isn't the point of open source to have other eyes on your code and help out fix vulnerabilities?
