Taxi medallions are just government corruption. They limit who can provide a service, artificially inflating prices and creating opportunities for government agents to collect bribes. Same a licensing hair stylists, there's no point.

The idea behind the sting operation is not for tax evasion. it is regarding the fact that if they accept cash then they are operating as taxis without a taxi medallion. In order to not need a taxi medallion the ride must be ordered through the app. It is a part of the loophole that allows Uber and Lyft to operate without a taxi medallion.

Sorry my comment is almost a year too late! I have location information for you on this video. It is in Los Angeles. It's at the corner of Sepulveda Blvd and 76th St. Also, the front license plates on LAPD cruisers always say "CA EXEMPT", meaning California tax exempt. I hope this helps!
