In my mind this is after Teddy meets his dad in his Young Avengers Presents; heartbroken, he goes to a park he likes to sit in on sunny days when he can just watch the world go by, and Billy finds him there, knowing exactly where he'll be. He can't fix this situation for Teddy, he can't make Captain Marvel stay, but he can be there for Teddy, so he will.
