My headcanon is that it wasn’t the poison blocking the Avatar state; it was Korra’s broken psyche. Getting over her trauma to the point she could release the rest of the poison was a mental/spiritual progression for her that allowed her to connect with Raava again (albeit not entirely, because as we’ll see later in the ep with Zaheer, she still has some more progress to make).
