I mean, we know that the Fears have already been manifesting in the Protocol universe for centuries. The statement in episode 27 by Jonah Magnus, for example, was from the 1800s, and that had a coach that eats people. So, it’s difficult to pinpoint how the Fears crossing over from the Archives universe correlates to how/when they came to affect the Protocol universe. It’s possible the Fears re-wrote reality a bit, when they came through, so that it was like they were always there. Whereas individual normal people like Celia came through closer to the present day.

I think that he was trying to psych Gwen out. He could tell that she was much less capable than Lena, so he pointed out the office’s size as a way of showing how poorly she fits the position. He’s offering her security, so if he can make her feel out of her depth and ill-prepared, she’ll be more likely to reconsider his offer faster. And he definitely views her reconsideration as a “When” not an “If”.

okay this might be dumb but i believe the size of the room here might be a metaphor for the OIAR itself, he never realized how big (and empty) the "room" actually was since Lena occupied all the "space" in it (she fit the role perfectly) while Gwen on the other hand doesn't know what she is doing, leaving all the "space" (the roles) that could be filled with something empty = not realizing the full potential of OIAR that was here with Lena
