Coming back to this after a few days, I think the air pressure systems may indeed be a right call. I'm entirely basing that on the air intake on the front though. The rest of the shape still screams Transrapid to me...

I’m gonna go out on a limb and say a train.
I don't believe it is the Transrapid. The design looks less sophisticated when it comes to the windows and the roof. It seems to be from an earlier time. Or it is a very early prototype. But I do find that little guiderail quite interessting. That is something which seems very specific and odd to me.

This is either the Transrapid system or one of those flash-in-the-pan trains that works off of air pressure propulsion/levitation. I'm intrigued by the electric pickup shoe being outside the vehicle. Normally those are on the inside of the beam.
