Yeah, that works too. I suppose I felt the question posed to Picard seemed to be more about lust, rather than love. Resisting "the temptations of a beautiful metamorph" could imply giving into a physical action, as well as forming a strong, emotional connection but, in any case, I think we definitely see that she "got to" Picard, leaving him heartbroken. :( I've softened from my original "they totally did it" perspective but it still feels like the writers purposely don't contradict that they might have had sex.
I thought his non answer was because he fell in love with her, not that he ejected his warp core into her nebula
He did not engage.
