Yep. The Sheriff has no idea what he's doing. All he knows, anyone/anything that assists Tor and Silver in any way, ought to be locked up.

I fear the Sheriff has made a great tactical blunder. It was wise of him to understand that when Tor and Silver disclaim responsibility for something then they are indeed responsible. However, this dragon clearly has great potential for chaos and that potential is greatly increased if Tor and Silver are involved. In which case taking the dragon back to town is a very bad move indeed. The Sheriff was in a position to strong-arm the prophecy party into taking the dragon with them ("Return this beast to it's rightful owner and I' ll forget you attached me.") and didn't. He will live to regret this decision because he's now sailing onto the rocks of shenanigans.
