someone over on SpigotMC recreated this mod in the spirit of TapL here: https://www.spigotmc.org/resources/tapls-custom-command-blocks-challenge-recreation.93661/ and this works on paper 1.18.2 even (latest). With the exception of it not carving all the way to bedrock, just to y=0 in the chunk, but it seems to work otherwise.
