That's a "Nispira Vintage Belgium Royal Balance Siphon Coffee Maker" apparently. There's a couple other brands that make similar things, including one that comes in solid gold and costs up to $24k. They look awesome, but I dunno if it would be good at hot chocolate. Maybe it'd be fine if you like to make your hot chocolate with water. Or boiled milk.
