Different groups would have different views on different parts of any setlement. On the concessions side, they want things that very little real impact to them, but look big to the dissatisfied voting segment so they can feel like they "won" the confrontation. However, they really need to extract a something that doesn't undercut that PR angle, but clearly benefits them in order to show better-informed professionals that they can't just be pushed around. Otherwise, they would look weak in a way that makes it far too appealing for someone to try something like this again (but executed less stupidly). The best symbolism of strength would come from ending up in a better position than they started in one of the specifically targeted areas, and the tax rate is the one that's easiest to get a small-looking change in that really matters to the raiders (while getting bonus symbolism from being previously unchanged). (The alternate market is a much bigger change that's pretty much all or nothing, they can't really do better than getting back to the starting point on the liability angle, and something in the "special arrangements" category would be too hit-or-miss in terms of who it benefits.)

Thanks for the chapter. It's good to see how the gleams stick together. Tiny corrections: Chapter 77 said that the meeting would be at 9PM, but this one has the meeting at 9AM. I'm guessing that the meeting was indeed at 9AM, and so the previous chapter would need amending. "a sign the raiders were not fan of having breaches in their malls and coffee shops either." I'm guessing that "were not fan of" should be "were not fans of"? "Two thousand multiverse rising predators defining the future of their species one resolution at a time." I don't understand the "multiverse rising predators" bit. Was it supposed to be "multiverse-roaming predators?"

him being in charge of who gets to raid(like refusing to crescent) gives him opportunity to favor some guilds by givkng them the rights? It was stated that the big 4 will outbid smaller guilds that arent complying woth sanctions, but what if city will just give out access without auctioning it?

Hunnigan is gonna expose Nestra as Crescent, isn't he? He's in with the American fuckers who tracked her to her home and thus likely knows or can obtain her real identity. At that point Questions Begin To Be Asked how she could be both a D class who's core was very recently restored in an expensive procedure overseas and also a C Class who has been raiding for much longer than that under a mask.

I was thinking something really small like a 0.01% decrease (which they could informally call something like "Hunnigan's hundredth"). The idea is to take off just enough to make the point that they are strong enough to force a cut when provoked, but *chose* not to go further.

Nah, it doesn’t seem worth the political capital. Other concessions maybe, but that’s too glaring an indicator that they don’t want to be contributing to the city in general from a political bystander’s perspective. Hunnigan was elected by people who felt gleams aren’t contributing and are all a bunch of assholes. These measures counteract that image by showing how much they contribute and demonstrating a lack of short term greed in favor of long term interests, bundled with minor concessions that show concern for safety. A tax rate cut would shoot the entire image in the foot.

He's in charge of the Interior, meaning internal security, portals management, etc... I don't think that gives him any authority to bring in foreign raiders. Also, foreign raiders are probably busy with the portals in their own cities, and I don't think said other nations would look kindly upon poaching. Honestly, the only raiders he could possibly bring in are enclavers, and considering their reputation and attitude, that wouldn't do anything good for Hunnigan's reputation.

Assuming this doesn't go far enough to completely annihilate the previous status quo, it seems to me like the guilds should hold out to force through a slight net decrease in their tax rate at the end of this (in order to make a clear lasting point about messing with them).

Kind of seems to me like foreign raiders would have to be idiots or borderline suicidal to take up an offer like that. Regardless of whether a large organized group of them are involved or just a less organized bunch, in this context it seems like the sort of escalation that would trigger an inevitable shift to outright violence, and the Threshold natives would have massive advantages. I'd guess some ill-advised attempt to arrest a large number of gleams on dubious charges (perhaps just as harassment, perhaps with intent to try to force them to raid as convicts or in order to pay off trumped up fines) is more likely.

I rather doubt Shinran or Ragnarok will need to slap Hunnigan down unless he actually tries some sort of coup (and a relatively competent attempt at that). The political optics are worse if they get too involved so it makes sense for them to stay out of it if they can, and pretty much anything else (even other sorts of attempts at using physical force to get his way) can be resolved without their blatant involvement. The best collective move (for everyone but Hunnigan who matters, including the lower government officials who clearly don't agree with his policies) is probably to drive Hunnigan to do something dumb enough that they can force his resignation in shame or prosecute him personally. (Or *maybe* let a low-ranker kill him in a situation where they have a crystal-clear self-defense justification, but it seems unlikely the situation would get that far out of hand.)
