Just a small correction, the water bullets don't do damage because they're moving quickly, it's more that they've become an unstoppable object at a constant velocity. And so the projectiles Regulus throws out will tear through anything they come into contact with, even if they're slow in velocity, as long they remain under his authority.

How the time stop works offensively is that he can also stop time for things he touches. So when he attacks, he applies force to objects constantly, the he lets them go so they shoot out with massive force, like a railgun. Even water or air can do massive damage if it moves very fast. It also breaks other parts of physics, like how his hand isn't cold or hot, because he doesn't conduct heat when he is frozen in time.
