A lot of the time women get into the habit of it because you often want to remove a bra or a camisole while keeping your outer shirt on. They're uncomfortable to wear all day. At least that's how I got into the habit.

I have boobs, so speaking from experience - It's perfectly normal to remove your top and jewelry before removing an outer covering, especially something as loose-fitting as her sheer cover-up. I do it nearly every day.
