I have some close contacts in the international humanitarian aid field. Jasper is 100% correct that humanitarian aid is always separate and independent for any military or armed combatants. This is also true for aid to refugees. The biggest reason is that the people who need the humanitarian aid have often been abused by military forces so they avoid them. This is especially the case for populations that have experienced war crimes and crimes against humanity at the hands of the same military. It is exceptionally rare for an international aid organisation to associate with any military beyond giving them notice of movements so they don’t kill the aid workers. It has also been established repeatedly that a military presence within a vulnerable community results in vulnerable women and sometimes children being raped by military personnel. The research shows that while there is some sexual violence that occurs within refugee/displaced persons camps perpetrated by aid workers, this is at much lower levels than when military personnel are present. This is another reason why UN agencies and the big NGOs won’t associate with militaries.
