Perhaps. But I believe the term "innocent until proven guilty" applies here. I don't think a few white lies warranted a death sentence.

Zoana lied about her father and possibly other details to the legal ruling legislature of the city she wants to call home. A few understandable lies, ones Katherine has had to tell too in some ways, but still this does make her a confessed liar to Katherine. Besides, someone with dark arts was apparently releasing a miasma in town. She would be neglectful if she ruled out someone just from a previous...altercation.

This comic is great! A lot of great character interactions and conflicts. Maybe a little enemies to lovers for Zoana and Katherine? Is Zoana interested in women? I'm looking forward to seeing where you take the story and characters!
