Jam and Arte's first meeting occurs because, while Jam is an excellent pickpocket (the plus side to talking circles around people is it's easier to distract them from where your hands are slipping into their bags), Arte is a master in the art of stealth and is Not Impressed (though she maybe becomes a *little* impressed after a while, not that she'd ever show it).
Lopoddity
Artemis’ favorite and most frequent weapon is a bow and arrow. Artie has owl eyes and deadly aim. Besides that, Arte’s typically armed with a sword and a small dagger.

I believe the cuffs are on Jam's wrists, although she's not cuffed to Artemis.

I'm sorry, but how could she hug their hand if she's in handcuffs? It's possible, but I don't think Artie let Jem put the handcuffs through their arm.
