Constantly running down on drinkers instead of being available to respond in preventing or solving more serious crimes . In Bunni Coleman's point, the the "paper bag" represented discretion back then . Basically, saying that those who were breaking the law by drinking in public used the literal paper bag as to not disrespect the police and the law as much . Coleman feels like a cop shouldn't have to risk their lives and face getting shot for trying bust someone over 3 pieces of crack . This is why he was at that moment telling his unit to not bother with trying to make anymore petty drug arrests . He trying to figure a less dangerous approach to policing drugs .
