When did the assessment that the Russian army was "combat destroyed" drop off?

They are. It was in the SITREP a couple of days ago (can't remember the exact date). 4,700 troops 3 miles from Ukraine border
Rumors that 2nd Brigade of the 101st Airborne are in Romania at this time, this is one on the USA fast reaction forces.
It's moot at this point as they've walked back and offered up two different reasons for writing the letter and releasing the letter
It may not be specific to that though - they could be referring to a multitude of things including the blowing up of the NK Dam by Russia
The Dem letter eludes to imminent escalation and timed with the dirty bomb allegations
