What's Happening
What's the big story? It was a very quiet day in Ukraine with no major fighting reported in Kharkiv or Luhansk and no territorial control changes. We're not phoning it in - it was hard to find much activity today.
What's the second story? Don't be fooled, Russia's operational pause is taking longer than we expected at Avdiivka, but they will go back to another massive offensive soon.

- Mutual fighting continued in the Klishchiivka AO near Klishchiivka, Andriivka, and Kurdyumivka
- Russian forces are maintaining a lower operational tempo in the Avdiivka AO due to a number of factors
- Russian attempts to advance on Stepove failed
- Fighting continued north, east, and south of Avdiivka with no changes
- Russian forces tried to advance through the Vodyane-Sieverne no man’s land and made new attempts to retake lost positions near Pervomaiske
- It was the usual at Marinka and Novomykhailivka
- Positional fighting continued near Vuhledar, Novodonetske, and Staromaiorske
- The Orikhiv AO remained stable, but Russian milblogger WarGonzo suggested Ukrainian forces have made new advances west of Robotyne
- The IAEA provided an update on the status of Zaporizhzhia and Khmelnytskyi Nuclear Power Plants
- Former Ukrainian People’s Deputy and collaborator Oleg Tsarev survived an assassination attempt in occupied Crimea carried out by the SBU
- Russians set up decoys at Belbek Military Airfield in occupied Crimea, and they are so poorly done you can identify them from satellite images
- Russia hammered free Kherson and struck the city with a short-range ballistic missile
- Fighting continues on the left bank of the Dnipro River where Ukrainian forces are consolidating their positions
- Ukraine air defenses went 3 for 3, shooting down Kh-59 guided missiles
- Germany announced another aid package for Ukraine
- Hungary and Slovakia blocked a 50 billion euro military aid package meant for Ukraine

A couple more candidates to add to the "Rumours" section. 1. Will Iran start providing its ballistic missiles to Russia? UN Security Council Resolution 2251 on Iran's Ballistic Missile program expired on 18th Oct 2023 and technically they are now permitted to sell these. Does the Hamas-Israel war change Iran's calculations at all and cause them to want to stockpile more weapons for their proxies and for their own potential use? 2. Is the US "drip feeding" ATACMS (ie sending smaller batches over a longer period) to Ukraine with a goal of trying to limit the potential for escalation from Russia?
Is Ukraine perhaps reducing its tempo because of concerns about future military supplies? Both the US and EU military aid packages are being blocked currently and there’s significant uncertainty about if and when they’ll be unblocked. This must be a very serious concern for Kyiv.
