Fairly full on I'd say, just a little moisture in the bristles so the paint can slide off. Press very lightly to get a fine result and you're good! A little glaze to corral things is your safety net in case you're off target a bit haha. I'll have a more intense NMM tutorial soon!
when you were adding the scratches, were the paints thinned to a glaze consistency or fairly full on opacity? they really seemed to desaturate, but then you put the black over it and they seemed to level out even more.
