This video uses the console command (animcam). There is now a camera mod like this (True Directional Movement --Modernized Third Person) https://www.nexusmods.com/skyrimspecialedition/mods/51614

Where should I download the camera to zoom in like your video?

HKX files such as XPMSE may be in the way. In that case, try deleting files such as (xpe0 ○○○ .HKX). Then run GenerateFNISforUsers.exe.

This animation is a vanilla replacement, so you don't need anything else. It may not work if you have a mod that radically modifies the vanilla animation system.
