I'm having the same issue on my desktop with VLC, as well. Which is strange cause I have a 3070TI and have never had issues playing 4K videos before, even ones at high framerates. I think there might be an issue with the way the video was encoded.

Another option that I recommend is to convert the video to another format, with a program or app.

Can’t open on mobile (iPhone) like at all. Says to wait 24 hours because it’s been access to many times. Had been saying that for days.
