I think they are more angry for her being a crappy manager, rather than having sex with a dragon. After all she almost collapsed their whole organization.

They will be probably sentenced to death. They could pushed over the edge of the balcony and with tied limbs the dragon couldn't save his lover. If you don't want to end in tragic way the dragon could free himself and catch her last second, then fly away as fast he can. Other riders may never find them again and if the comic with a princess and a dragon is in the same universe, they could have a kid eventually. OR they would be forced to wear permament mark of treason and would be banished. The latter is the best outcome for the pair tbh.

I don't think it's about the rule; I think it is about her decision to turn her back on her peers, her comrades, her subordinates, her very duty... All for the sake of lust. This is true mutiny at its finest, and it is GLORIOUS.

My guess is a very long drop off a very short pier. Fits a leader that neglects their duty and lets everything collapse like this. Either that, or a fate worse than death; Exile, knowing you're to live the rest of your pitiful life having turned your back on everything you held dear to you, and with no one who would dare lend a hand to assist such a disgrace. Branded so that everyone knows your story, your sin, your disgrace, and the fact it is all. Your. Fault.
