Was this one of the first times we've had a vote flip like that?
It's an Alternative Vote (sometimes known as IRV or RCV), where you rank choices, if your 1st choice is last their votes are transferred to your next choice and so on until there's a winner. If there's a majority winner immediately such as the last couple of months there's no need to do a run-off!
