Willy cast a spell at tenth level? That’s literally impossible, because the goddess of magic, mystra, declared that anything above level 9 is too powerful for a mortal. So unless willy is a literal god who has reached his apotheosis and then surpassed mystra in becoming the god of magic, he shouldn’t be able to cast spells above 9th level.
