Creating a vacuum with their level of technology is feasible but not exactly easy to pull off without prior knowledge and equipment designed for such things. This, I believe, is the "thinking-outside-of-the-box" hurdle that should keep their enemy from making anything nastier than what a really big rail gun could do. Even if air friction limits the speed to like 6,000 mph, the projectile could be much larger than what can be launched with a modern experimental rail gun. It would tear into fortresses like butter and make for a brutal siege weapon.

Nasty, so they built an accelerator into the enchantment? With air present, friction is the limiter and normally the steel projectile could not exceed terminal velocity. With the accelerator, the new limit will be either the melting point of the steel or the mana drain on the portal, whichever comes first. Tungsten with its MUCH higher melting point and density would greatly increase these limits if it can be sourced in this world. If you remove the air from the chamber between the two portals the only limiter becomes time and the amount of mana the portals will draw from the object's mass being carried through the portals in extremely rapid succession. It could get pretty nasty. It's a good thing there is a mana cost associated with mass passing through the portals or you could make a doomsday weapon this way by ramping up the velocity of the object to near-light speed over the course of months or years. A 1-kilogram steel ball going near light speed would make a modern nuke look like a firecracker. Without creating a vacuum between the two portals the projectile would have the same sorts of limits in velocity as a rail gun which is to say it would be quite nasty but nothing like a doomsday weapon. More like modern artillery. If somebody figures out how to make a decent vacuum chamber via magic or technology then the velocity it could achieve would be incredibly dangerous although thankfully still limited by the crazy mana drain it would cause once it really got going.
