The reason is killers are groomed for political ends by interested parties, I forget what book goes over this but essentially the alphabet soups perform an heuristics attack on internet schizos until they find somebody matching the parameters and then they supply him with all the necessary means to propagate their agenda. Otherwise they do get rid of any would be competition.
