It's not that Akane was ‘scared’ to pull the trigger or worried about the moral ramifications, It was that she has literally been conditioned out of making any decisions on her own by the Sybil system. So many people miss this and hate on Akane for being to weak/wimpy to follow through.

The thing is, nobody wants to decide for themselves whether to kill someone or not. It's easier to let someone else decide. In this case it is the Sybil system.
