I knew Nale was an idiot, but holy crap I didn't think he was that dense. You're in the lower planes dude, in Hell especially. You don't get a choice in anything. You got choices in life, and you picked the ones you knew would lead here.

Without the body it will be REALLY hard. Clerics capable of casting True Resurrection, a lvl 9th necromancy spell, won't be easy. Haley said she not even sure a lvl 17th cleric even exists in the world - maybe Redcloak, buuuuut he kinda unlikely to cast such a spell for Elan. https://www.giantitp.com/comics/oots0579.html

This is D&D. Nale, once in the physical world, could redeem himself and have Elan or someone arrange his resurrection and thus, get a chance at a different afterlife.
