I will also add that it's not that Loki went into a new timeline at the end. The timeline was altered by Sylvie killing this version of Kang and thus causing a multiverse war. This version was making sure all his other variant versions of him didn't get out of hand, Sylvie has put everything back to square one.

He who remains is basically a variant of a comic book villain named Kang The Conqueror. The character will appear again in Ant-Man 3 and is rumored to be the MCU's next big villain like Thanos.
