There is a classic syncrisis "comparison and contrast" with a commonplace humor moving to a Lovecraftian horror. The feeling of chill from theft of vitality is done rather well. I am not sure how the Apostate achieved a dominion from the city leaders/nobility.

I wonder what the apostate is up to with this ritual. Is he there to exploit the wound left from the breach? Or is this the "business in the north" he mentioned in an earlier chapter?

I'm sure this is not the direction of the plot, but I think it would be quite interesting if the dragon princess were to die or be seriously injured here. I feel like it would force the Dragon King, who we have thus far only heard of third hand, into the story.
