You mightve missed it but the original puppet masters name is Lord Sasori of the Red Sand & he left the Sand village 20 years ago. I do agree with Jei that he shouldve been trying to harness the power of the 9 tails from early.. but i agree with Sams point that the last time they messed with the 9 tails, the Hokage died and the village was destroyed so theyre scared. This is the Leaf village though so 🙄
