Frame shouldn't be on the list in the chem station. It's in workshop menu, in construction mode - it's not a simple armor it's an object, it's should be placed in the world there.

yea it like i can make the armor parts at the chem station but can't make the frame itself..

If you don't see mod/parts and the mod is enabled, that's because game don't see the .esp - flagged as .esl

You're spawning it with console? Or in settlement?

You could ignore it's messages in this particular situation. All mods could be used at the same time, it will not effect the gameplay. Or if it bother you much, you could delete folder SCRIPTS in each mod except in ONE of them. It should remove warning about conflict.

Another question can u only put install one of these mods at a time? mod manage says theirs conflicts?

It's an archive - should be installed with mod manager/mod organizer. Items are created on chem station (it will have section named as mod), frame is builded in any settlement. It's shown in this video https://www.youtube.com/watch?v=4SwdP9P3bRw
