The file "Brielle.zip", which you download here, is the file of the sim. It is a zip file that you need to unzip, inside of it you have 5 files and you should move them to your "Tray" folder. Also, you should download the custom content (CC) that is used on the sim. You can find every item in the CC list here in the post. Those files should be put in the "Mods" folder. Then after starting the game, go to "Create A Sim" and open "My Library". The sim will appear there, not in the Gallery as some people think.

I've tried it, but I'm assuming I'm not doing it correctly... help lol

No, you unzip it in the "Tray" folder. ( C:\Users\...\Documents\Electronic Arts\The Sims 4\Tray ) Those are the files of the sim. Only the custom content should go to the Mods folder.
