In Korean there are two ways to count. The one that you are familiar with is; ha-na, dul, set, etc. the second way is; eel (il), ee, sam, sah, oh, etc. The first way is the native Korean system and the other way is sino-Korean system. The native is mainly used for numbers under 100, when something is being quantified or general counting. The sino-Korean is mainly used for money and larger numbers, dates, phone numbers, days, months, years, minutes or seconds. So I guess when they were counting down around 31:37 mark it was a 3 second countdown. Hopefully this helped.
