I would do red hair for both twins, but have both with different hair styles. They may be twins but they definitely need something that sets them apart from each other.

I would prefer brunette, but real brunette and not dirty blonde or two-toned like the woman on the left. Chestnut, dark brown or chocolate brown are brown tones I would prefer.

Out of the three, deffo red, but Rachel already got that hair colour. If it's between blonde and brunette with these two exact hairstyles I'm leaning towards the blonde
