There were two polls running, one for the $5 dollar tier and one for the $10 tier. Because the $10 tier pays more, they get more voting power. This was explained in the first post of "Who's Screwing Who" Additionally, even if the $10 tier didn't have extra voting power, with their votes Shayla out paced everyone in that poll. I've included screen shots of the polls and have unlocked the polls so you can see.
