They do that to keep potentially harmful content away from the public (like NSFW content) and most people don't have the mods or cc used so they will be downloading a shell. Think of it like a catfish, the builds are like someone catfishing you to download a build you don't have the cc to use with it to make it complete. That's why I have a separate folder for my cc. I intentionally make builds that use cc and also builds that do not need them.

The gallery on Sims 4 will hide your build from the public if the system can detect CC or Mods used to build it. You can spend 100's of hours on a build and no one can see it in your catalogue.

Unfortunately, I experienced the same thing once I installed the build mod. I went through the entire build I was creating to see where I placed the CC and found the 2nd story walls were the thing that was marked as a mod/CC. It took me an hour to figure it out bc I had base turned on so I wasn't using cc or stuff from the packs. The wall paper was BG and only after I removed that section of wall did the gallery say it wasn't modded any more. To fix this, I have a separate mods folder now with this build mod in it so I can switch between my cc builds and base game.

This is great. Oh, the ceilings the wonderful beautiful fantabulous ceilings. I absolutely love love love those. I was wondering how to get the roofs to go so high though. I must be doing it wrong :(
