Highliters are just shiny. You usually put them where you want your face to look "higher", so cheekbones, tip of nose... can also be used as eyeshadow too. And contour you use on places you want to look lower/sinked in/more defined, like defining the nose, making your cheeks look skinnier, putting it new the hair like makes it look like it's lower so the forehead looks smaller.
