Passenger cars will be a thing as passenger service is a planned feature. Passenger equipment, just like locomotives or freight cars, will be purchased via catalog system.

Track laying is still be worked on I believe in the shay customization dev blog they said that the UI and implementation side of things is where work needs to be done but don't quote me on that. We don't know specifics yet.

How about tracklaying? Will you snap the track out of nowhere or order the construction? Will you have to deliver materials or just have a giant backpack?
