Time baby is supposed to be super powerful. It's just that Bill is even more powerful. In the cryptogram at the end, it actually says it'll take 1000 years for Time Baby to reconstruct himself and when he does, he's gonna be really cranky

The cryptogram for the episode is: "IT WILL TAKE 1,000 YEARS FOR TIME BABY'S MOLECULES TO RECONSTITUTE. AND WHEN HE'S BACK, HE'S GOING TO BE VERY CRANKY." Also, the time police that were (seemingly) vaporized were only holographic projections, so the only one that was actually there was Time Baby.

That episode name is actually a cipher for "Weirdmageddon". The show's creator didn't want TV guides spoiling it outright, so he made it into a puzzle for people to solve not unlike the other ciphers in the show.
