Fun fact: In the manga version of one of the crowd shots in this episode, one of the background heroes was literally just Denji from Chainsaw Man in his chainsaw form. The cameo was removed in the anime (presumably for copyright reasons), but was replaced with a similarly-designed character with handsaws instead of chainsaws on their arms and face. You can see the character in question at 19:21 in this video, left of Fat Gum and behind Hound Dog (Above and to the right of Kenny's head).

The reason I’m assuming Todoroki wasn’t chosen was because he doesn’t have the best control in large groups. If he attempted to freeze the villains there’s a good chance he might accidentally freeze a hero

Just FYI—when Twice says the “spy” and “long haired creep” probably heard him tell Hawks about Shigaraki—he’s not talking about Hawks himself. He was talking about one of Re-Destro’s men, Skeptic, because he has surveillance everywhere. As you said yourself, Kenny, Twice is very trusting so he has zero clue Hawks is a spy at this point lol.
