It's more likely he was arrested for what he did (most likely based either on I-Island's laws or on international law), and she continued her studies on I-Island (negotiating with a foreign, in this case US-based, company to produce her product, just as her dad used to do) or moved to the US at some point.

It is implied that David was kicked out of I-island for his actions and that he and Melissa returned to the U.S to start their own support company

So yes, it is implied that after his action's in the first movie David was no longer allowed to remain on I-island, and he and Melissa returned to America where they started their own support company. Melissa continued work on her prototype from the first movie and created a weaker, but longer lasting version called the mid-gauntlets

Whenever there is a double drop they don’t do one for the week to even it out so everything stays on schedule I would rather watch both thunderclap episodes back to back than wait a week for both the blank spot this Saturday was a worth it in my book

A big thing you have to also realise is by holding OFA that means AFO can't directly kill you.. He wants to steal the power and get his little brother back and he would never throw that goal away... I doubt shigiraki decay would even come out if he tried using it on deku.. AFO simply wouldn't allow it

Most of the villains, especially the remaining ones, are so deep into their rage and blame that they cannot come back from it. They're completely unhinged, Shigaraki is just the most honest about it.

In the movie it is stated the I-Island was designed to be away from the interference of any country. On the surface that would make it seem like it's completely self-governing, probably by treaty. However, the closest real life analog, the International Space Station, does effectively act as an arm of the United States, as you state. It is possible that I-Island operates that way as well but that's making a bigger leap than just assuming that Melissa and David might have moved back to their home country after the movie.

Melissa and David are from America and I-Island is technically part of the United states of America because it was made by David and the people working for him. It is indirectly correlating to the fact that Melissa made the gauntlets again and All Might was able to get them from her. America is just a way of the series not directly saying "I Island". I island is an American made island therefore it is America and the series will acknowledge that the characters are canon and the movie events actually are canon but the series does not want to fully bring up movie names and events because they are still anime only movies. I know its confusing but horikoshi probably wanted to make the movies canon while still not fully mixing in the movies with the series itself.

Another moment that really shows Deku’s change was his first line in this episode “Looks like a huge villain”. He said the same line in the very first episode when we were still being introduced to him.

Slight correction: Melissa Shield (David Shield's daughter) didn't live in America. They lived on I-Island, an island that moves around in order to protect the people living on it (many of which are inventors). But it's likely that Melissa gave her designs for the Gauntlets to a company in America, and All Might bought them from that company or used his connections through Melissa Shield to acquire a pair from that company.
