The Manga artist you are thinking of is Yusuke Murata, and he didn't write OPM nor Mob. The author, One, is actually an amateur artist and made these as webcomics originally, which is what the art style of this anime directly adapts! Yusuke Murata only redrew the OPM webcomic

The author of Mob Psycho goes by the name "One" and got his start creating One Punch Man as a webcomic he posted online and it was obvious his skills were very amateur. Luckily, his writing and comedy more than made up for it and got popular enough to get the attention of Yusuke Murata which is the guy you're thinking of as the greatest manga artist of all time. Currently, One continues to write the manga while Murata provides the art. One's art skills continued to improve though and Mob Psycho is written and drawn by him and is his passion project. His art still isn't the greatest ever but continued to have that charm that people enjoyed and was carried into the anime's art style.

As for openings, it's my understanding that the creator of a series/story has 0 input on the openings and endings. That is 100% up to the studio that animates said series/story. Personally why I avoid openings like the plague until last episode they're used (spoiler reasons) & don't try to read too much into them.

The author "One" is an average artist. When people talk about "the greatest manga artist ever" they talk about yusuke Murata who redrew/illustrated one punch man. The art of one is usually recognized as amateurish (which why someone else was chosen to reillustrate it for One punch man) even tho he's gotten better at it over the years
